Prop. 2: General Obligation Bonds
The bond funds major school construction and upgrades. Completing phase 2 of projects at Inglemoor and Leota, replacing Shelton View, expanding and renovating Kokanee, and improving seismic safety, and building systems across the district. The bond also provides funds for maintaining and improving HVAC systems, roofing, lighting, electrical, elevator, and small works projects completed at schools that need it most. Every student deserves a warm, safe and healthy educational environment to learn.
General Info: $698 million; bond payments will be structured to provide a level tax rate generally with a maximum term of 21 years.
The state’s position is that school districts are primarily responsible to secure local funding for construction projects. The state School Construction Assistance Program (SCAP) provides partial funding (when funds are available) based on formulas, allowances, and costs related to certain aspects of school construction projects that meet eligibility requirements. Most of the projects that the NSD has done do not meet the eligibility requirements.
Inglemoor High School:

A three-phased replacement was planned with 2022 bond funds; part one is under construction and is on track to be completed in Summer 2027. This bond will allow the NSD to continue this project by building phase two. Phase two of this project will include constructing a new gym, fitness center, and theater. It may also include a new classroom wing, administrative office and library, and/or site improvements and vehicular circulation. Although this is phase two, phase 3 is not guaranteed to be in subsequent bonds.
Leota Middle School:

A phased replacement was planned with 2022 bond funds; part one is under construction and on-track for completion in Winter 2026. This bond will allow the NSD to finish this project by building phase two. The final phase, phase two, of this project will include replacement of the gym, administrative offices, library, cafeteria, track, and field.
Shelton View Elementary:
The Capital Bond Planning Task Force (CBPTF) recommended and the school board decided this bond would include funds for the replacement of Shelton View Elementary. The CBPTF spent time looking at the overall site (year built, date of last renovation, site circulation, etc.), capacity versus projected future enrollment (number and age of portables), safety and environmental factors (seismic risk, energy use, and presence of lead paint and asbestos), and the building/site condition compared to other schools and recommended a replacement instead of a renovation.
Kokanee Elementary:
The Capital Bond Planning Task Force (CBPTF) recommended and the school board decided this bond would include funds for an expansion project at Kokanee Elementary. The CBPTF spent time looking at the overall site (year built, date of last renovation, site circulation, etc.), capacity versus projected future enrollment (number and age of portables), safety and environmental factors (seismic risk, energy use, and presence of lead paint and asbestos), and the building/site condition compared to other schools and recommended a replacement of the portable village with permanent classrooms and a renovation of the other buildings. The Enrollment Demographics Task Force (EDTF) recommended to the CBPTF that Kokanee be included in this bond.
Seismic Retrofits: 2022 bond funds, along with grant funds, paid for a seismic study of every building in the NSD. These bond funds will allow the NSD to complete all the seismic retrofits found to be necessary in this study.
These seismic retrofits will improve the buildings’ response to earthquake forces making them more likely to be usable after an earthquake.
Improvement of Building Conditions: Building conditions will be improved based on data from the NSD Building Condition Assessment. Throughout the NSD there will be various HVAC, roofing, lighting, electrical, fire alarm, building controls, window replacements, and small works projects completed at schools that are not having a phased replacement or major renovation. In the past, small works projects for the kitchen at each school building were funded by whatever funds were left over after the other projects were completed. With this bond the NSD is including small works for kitchens which will allow for upgraded equipment and spaces that have been neglected for years.
Fields and Playgrounds: These outdoor learning areas will be improved based on data from the NSD assessment of these areas. Improvements to various outdoor learning spaces at Woodinville and Bothell HS as well as Fernwood, Hollywood Hill, and Kenmore Elementary. All new fields will be turf. Also, fully accessible and inclusive playgrounds will be planned, developed and implemented at six elementary schools.
ADA Study: This bond will provide funds to complete an ADA study of all NSD buildings. When the study is complete, a plan for completing the necessary ADA projects can be made so that future bonds can fund them.
