EP & O Levy
The EP&O Levy renewal funds essential school staff and programs that the state does not fully pay for—like school nurses, counselors, social workers, teacher-librarians, special education services, and student safety. NSD has consistently performed with less than the maximum rate allowed by the state. The renewal levy ensures that the school district can keep up with rising costs and provide the same quality education that our children deserve.

Technology Levy
It’s our responsibility to ensure that our children are prepared for the ever-evolving World. The Technology & Capital Projects Levy renewal keeps a 1:1 device for every student, funds electronic curriculum and classroom tech, and supports tech help and training for students, families, and staff.
EP & O Levy
General Info: Approximately $1.40 to $1.53 per $1,000 of assessed valuation for four years, in place of an expiring levy; up to $92.0M (2027), $99.0M (2028), $107.0M (2029), and $115.0M (2030) total. When the 2022 EP&O Levy was brought to voters, the total annual amounts were less than the maximum the state allowed the NSD to ask for. This was done because the NSD believed it could meet its goals and objectives with the lesser amount. The state is now allowing school districts to ask for more levy dollars; our legislators know that what they are providing is not keeping up with the cost to educate a child. With the NSD’s current financial condition, in 2026 it is asking the voters for the maximum allowed amount.
Funding for Special Education: 28% of the EP&O levy dollars will go to providing special education services that the state does not fund.
MSOC Funding: During the 2025 legislative session a very small amount of funding for MSOC (materials, supplies, and operating costs) was added, but it was not enough to even cover the cost increases we have seen recently. The MSOC funding starts at $1,614.28 (K-8) and $1,829.12 (9-12) and will be adjusted for inflation. The funding covers costs for technology, utilities, insurance, curriculum, textbooks, professional development, maintenance, and security. The technology component of MSOC funding is only about 10% of what the NSD needs.
School Nurses, Campus Supervisors, Social Workers, Teacher-Librarians, and School Psychologists: Levy dollars will partially fund a full-time School Nurse at every NSD school, 2 Campus Supervisors at every comprehensive high school, and Teacher-Librarians, Social Workers and School Psychologists throughout the district based on need and student population.
The state only pays for some NSD staff positions and never the full amount of their salary/benefits The NSD relies on levy funding to pay for the remaining salary/benefits of these essential staff.
Technology Levy
General Info: 35.5 million per year for four years, in place of an expiring levy; approximately $0.54 (2027), $0.52 (2028), $0.49 (2029), $0.47 (2030), per $1,000 of assessed valuation.
Much of our curriculum is going electronic: Many textbooks and other sources of curriculum are now only being provided electronically via an annual software license.
The funds for electronic curriculum are part of the Technology Department budget via the Technology Levy instead of the curriculum budget in the General Fund. Although this curriculum can be updated so it never goes out of date it is now an annual cost instead of a cost only when we do a curriculum refresh.
1:1 device to student ratio: For some time now, all students are assigned a device; now the levy dollars will be used to refresh/replace devices on a regular cycle.
Artificial Intelligence: There will be artificial intelligence included in many of the software licenses purchased during the next four years, but it is impossible to predict where artificial intelligence will go during this four-year period. The Technology Dept. is preparing to implement artificial intelligence as appropriate in the same manner they implement all new technology.
Support: A portion of these levy dollars will fund professional development and the Tech Support Team for students, teachers, and staff. The Family Tech Support services started in 2020 will also be continued.
Adaptive technology: As dictated by a student’s curriculum and needs, adaptive technology will be funded by the Technology Levy to provide differentiation and Universal Design for Learning (UDL) support. Professional development and staff support for this adaptive technology will also be funded.
